“PUNJAB STATE NO TOBACCO DAY (PSNTD)” TO BE OBSERVED ON 1st NOVEMBER: FOCUS ON “EFFECTIVE BAN ON CHEWABLE TOBACCO”

     In its endeavour to get rid of tobacco, 1st November will be observed as No tobacco day all over Punjab. Sh Surjit Kumar Jyani, Health Minister Punjab disclosed today that Chief Minister, Punjab has already issued direction to all the Deputy Commissioners of Punjab in this regard. He said that Punjab Government is committed for better health of the people of state. Health Minister stated that the concerted efforts of Punjab government got due recognition with WHO World No Tobacco Day award. He said that Good practices of Punjab Govt. in Tobacco/Nicotine control were highly appreciated and are now being followed in some other states too.
    Ms. Vini Mahajan, Principal Secretary, Health said that the aim of this campaign is to reduce prevalence of Tobacco/Nicotine use in Punjab in order to reduce prevalence of Non Communicable diseases and to enhance public awareness about preventing various Non-Communicable diseases e.g. Cancer and Cardiovascular diseases by pledging not to use Tobacco/Nicotine/Scented/processed/flavored/chew able tobacco products. She further disclosed that sale of loose cigarettes/tobacco & E-Cigarettes are completely banned in Punjab. Strict action under law would be taken against the shopkeepers who violate various provisions of COTPA and FSSAI. She added that that License of a commercial establishment can be cancelled in case of violation of Tobacco Control Act as per latest notification of Punjab Govt. She also told that any commercial establishment having license under Food Safety and Standards Act are not allowed to sell Tobacco Products and the officials of Excise department have been requested to keep a periodic check sale of illicit/contraband tobacco products. She appealed to common people to help Government in this endeavour.
     Sh. Hussan Lal, Commissioner Food & Drug Administration cum Secretary Health said that all the Food Safety Officers &Drug Inspectors have been directed to ensure that there is no sale of flavoured/scented chewable tobacco & E-Cigarettes. He further said that all Food safety Officers have also been instructed to take five samples of chewable tobacco under FSSAI every month. Food Safety Officers have been asked to ensure the strict implementation of ban of Gutkha& Pan Masala as per Hon’ble Supreme Court ruling. Dr H S Bali, Director Health & Family Welfare, Punjab said that the tobacco control cell of the state had been aggressively pursuing the agenda to bring down tobacco consumption in Punjab by strictimplementation of COTPA and FSSAI. The banning of loose cigarettes was a step in that direction. Special awareness campaign has been launched in all districts from 1-7 November.

CGC Jhanjeri is to hold Tech Fest

CGC Jhanjeri is to hold Tech Fest-2016 on 10th November

       Chandigarh Group of Colleges, Jhanjeri is going to hold its annual mega event Tech Fest-2016 on 10 November. Rashpal Singh Dhaliwal, President CGC along with Dr. G.D.Bansal released the poster of the function. The celebrations will comprise cultural events like RAAG, Sur Sangam, Virsa, Mimicry, Lotpot, Dramatics, Solo Dance, Group dance, Fashion Show and Poetry. The Technical events include Ideas, Picture Perception, Energy Efficient Model, Robo War, Robo Race, Jewellery Designing with Electronic Components, Tech Innovation, Lan Gaming, Code Triangle, Tech-o-Bola, Technical Graffiti, Tower power, Wonders out of Blunders and Civil Wars. Apart from this Non-Technical Events like Face Painting, Rangoli, Collage Making, Mehandi, Advertisement, Hand Prints, Best out of Waste, Dry Floral Arrangements and Mega Tower will also be organised. Star attraction of the fest will be live performances by famous Punjabi Folk Singer Gippy Grewal and the band Street Jammers.
    Speaking on the occasion Rashpal Singh Dhaliwal, President CGC, said that about ten thousand students from various colleges and leading schools of Punjab are likely to participate in this function. Special counseling sessions have been arranged for the benefit of the school students which will help them in selecting an appropriate course after their exams.

With its 3rd Heart Transplant & 25th Liver Transplant Gives Second Chance of Life to Four & Sight to Two

“The waiting continued and the months dragged on. My brother’s condition was rapidly deteriorating because of the Decompensated Cardio Myopathy. Though we all tried to be positive but in the heart of hearts we knew that death was imminent for him and he was just counting days….The transplant was absolutely necessary to save him.” 

“We had almost given up completely until yesterday when the call came that would save his life. The message: “There’s a possibility that there may be a heart for you today.” We couldn’t believe it. It felt like a miracle, like we were in a dream. We feel so very lucky and blessed. We have received from a total stranger, the most important gift of all, the gift of life for our dear brother,” said the elder brother of Sukhjeet (name changed), who underwent heart transplant surgery today, this being the 3rd heart transplant at PGIMER Chandigarh.

It was not only Sukhjeet’s family finding it hard to express their gratitude to the donor family. The same sentiment was echoed by husband of Sarita (name changed) as  the cadaver liver came as a life saver for her. She was suffering from Hepatitis C related Cirrhosis, a life-threatening condition and had been waiting for a healthy organ for months. “It is easier said. Only you understand when you go through it. God came to our rescue in the guise of this noble donor. It’s one of the most miraculous things that has happened in our lives,” said Sarita’s husband as he waited outside the ICU post the transplant.

Equally indebted felt the families of the two recipients of kidneys and pancreas as they thanked the donor family for their generosity for ending the ordeal of their dear ones of daily dialysis because of the incapacitating Diabetic Type 1 ailment. “This gift to us is something we couldn’t buy or make. Its just that – a gift of life. We could not have been luckier,” the families said in unison.   
With tears welling up in her eyes, the son of Vimla Devi (name changed) who got the gift of sight with cornea transplant, said, “It means a world to me that my mother will be able to see  much better than she could for the past 20 years. Who would know better than her that sight is very precious and life is a drag when it is limited.”
Thanks to the selfless and magnanimous gesture of the family of deceased Kiran (name changed) that enabled second chance of life to four critical patients and gave gift of sight to two more, thereby impacting six precious lives, making it 25th cadaver organ donation in 2016 herein PGIMER today.
Kiran, 35 years, hailing from a small village in Punjab suffered irreversible brain damage caused by a freak injury when going on a two-wheeler was knocked off by a speeding car from behind."Kiran fell and hit her head on the divider," said a relative  while wiping his tears. Losing no time, the family rushed her to PGIMER wherein she underwent surgery but her condition did not improve. Kiran was declared brain dead after six days following which the hospital's transplant coordinators counseled the distraught family. "They convinced us that it was a noble deed. We were told that it could save several lives," said the parents of deceased Kiran who willingly consented to donate all the vital organs of the deceased, thereby enabling a second lease of life to six people, ending their fight for survival. As a step further, the lungs were also harvested for further medical research.  
Expressing his gratefulness to the donor family, Dr Vipin Koushal, Nodal Officer, ROTTO PGIMER stated, “It is an extremely hard decision for anyone to make when you are put in that situation, but families like that of deceased Kiran definitely instill a sense of confidence not only for the in-waiting recipients fighting a losing battle but also for the Organ Donation Programme. It’s a ‘gift of life’ for the recipients and huge accomplishment for the entire team of PGIMER involved in the process right from brain death certification committee, transplant coordinators, treating doctors and especially intensivists who maintained the body in the best condition for optimum usage of organs and transplant surgeons who saved precious lives with their capability, competency and synergy. It was the coordinated and proactive initiative on each one’s part that enabled PGIMER accomplish this milestone.

PU launched various online applications for affiliated colleges

   Panjab University (PU), Chandigarh Vice Chancellor Prof Arun Kumar Grover today launched various online applications for PU affiliated colleges. With this launching, the details of the Colleges including financial status of the College and land details would be available on the website and would bring transparency and reduce the paper work. 
   Addressing the inaugural function, PU VC Prof Grover said that the online applications are part of the national call to increase transparency and openness. The earlier we start, the better it will be, he added. He called upon all the colleges to appoint nodal officer to coordinate with the Dean Colleges and Development Council (DCDC) 
office of the University. He suggested for organizing a workshop of college principals for working on the online applications.
   Controller of Examinations and DCDC Prof Parvinder Singh informed that the online applications would provide direct interface of the University and college branch to redress the academic and administrative issues with the affiliated colleges. It is earnest effort that the students and the public would be only a click away to know the number of seats, Programme and Courses, Staff details in all the affiliated Colleges along with NAAC accredited score, he added.
   With this launching, the details of Principal and teaching staff with their qualifications and approval number would be available College-wise. In future, the approval letter for each teacher to be approved by the PU would be uploaded on the web-site. The work relating to inspection such as date of inspection, inspection report along with attachment, if any, would be sent to the College through the software. The compliance report would be submitted by the Colleges through the software/application. 
   The strength of class-wise, Course wise, category wise students would be available for each College. The land details, building details, infrastructure and facilities available in the College would be available. The details of Management along with members of the College would also be available. 
The financial status of the College including expenditure and income of the College would be available. The courses running in the Colleges including affiliation fee with details of RTGS/DD and also number of seats available in each course will be available. Each College will have to create login for Principal and every teacher so that they can update individual details. The College would be authorized to provide login ID to the teachers for updation of their professional and academic achievements from time to time. This would expedite to fetch the data at the click of mouse instead of searching the data from the files physically. The applications would help in generating various types of reports as per requirement from time to time.
Principals of various colleges, PU fellows, Dean Students Welfare (DSW) Prof Navdeep Goyal and officers were also present on the occasion.

The Punjab Police today declared the results of the Recruitment of Constables–2016 in District Police Cadre (Male & Female) and Armed Police Cadre (Male) and selected candidates include the names of 7173 successful candidates. These results have been uploaded on the official website of Punjab Police i.e, www.punjabpolice.gov.in.
Disclosing this here today a spokesman of Punjab police said that these candidate friendly recruitment processes set the new precedents in transparency & fairness  and the addition of 7173 constables to the State Police Force  was going to give a fillip to the resolve of the Punjab Police to conduct the Assembly Elections 2017 in a free, fair and transparent manner.  
The spokesman further informed that the successful candidates were being informed via SMS and email on their respective mobile numbers and email IDs also. The Advertisement # 1 dated 31.05.16 regarding this Recruitment had earlier been published on 31st May, 2016.
He informed that 7173 candidates have been provisionally selected through this recruitment process. Out of these 7173 candidates, there are 3556 male candidates in District Police Cadre, 1116 female candidates in District Police Cadre and 2501 male candidates in Armed Police Cadre. 
The spokesman pointed out that about 85% of the Candidates selected are in the age group of 19-26 years of age. This percentage in Armed Police Cadre (Male) is 80%, District Police Cadre (Male) is 83% and in District Police Cadre (Female) is 97%. Besides this, 162 candidates are Post Graduate, 1181 candidates are Graduate, 261 are Diploma Holders, 153 are B.Tech., and  6 are M.Tech. , he added.
The Online Application Forms had been filled up by the candidates on the recruitment website www.punjabpolicerecruitment.in and the relevant documents were uploaded alongwith their Application forms, on the same website, he added.
The spokesman said that the selected candidates will have to be report from 27th October onwards to the Districts allocated to them (in case of District Police Cadre) and different Battalion Headquarters (in case of Armed Police Cadre) for a preliminary scrutiny of the certificates, Mark-Sheets and other documents. Thereafter, their Medical Examination will be got conducted and the Character and antecedent checks will also be carried out. Those candidates who clear these verification processes will be joined in the Police Department provisionally as constables, subject to the verification of their Educational Qualification certificates/documents and other supporting documents from the concerned authorities. “Their Training Course is expected to begin from 15th November, 2016 onwards at different Training Centres”, he added.

HEALTH MINISTER ASKS FOOD SAFETY OFFICERS TO ENSURE SALE OF ONLY HYGIENIC EATABLES

Sh. Surjit Kumar Jyani Health & Family Welfare Minister, Punjab here today reiterated that the department is committed for providing safe food items and eatable to the general public. He directed Designated Officers of Food & Drug Administration to step up surveillance and monitoring specially for milk and milk product as the festival season is going on. Sh Jyani asked the officials to increase the sampling of eatables. He also asked the Govt Food Laboratories to provide the reports of the samples obtained on fast track. He further asked the Health Department officers to ensure that synthetic milk or adulterated khoa etc should not be sold in the market. The Minister further asked that special surveys must be conducted frequently and the quality of food items must be examined. Any food product found to be unhygienic must be destroyed before consumption by public  He appealed people to immediately inform the toll free helpline no 104, in case they notice any unhygienic food items being sold anywhere in Punjab.

Tragedy beyond Repair, Magnanimity beyond Compare

Brave heart Chimni family of Deceased Kanwaljit Singh Gives the Greatest Gift Ever, ‘The Gift of Life’

Mamta (name changed), the daughter of one of the kidney recipients knew that the chances of her father surviving debilitating kidney ailment for long were zero – without a kidney transplant. “The brave heart family of deceased Kanwaljit Singh Chimni gave us the greatest gift anyone can give - a second lease of life to my father as a result of their courageous decision for organ donation. No words can convey our gratitude. We just can’t thank the donor family enough. We salute them from the core of our heart.”

The deceased Kanwaljit Singh Chimni, a resident of Sector 43, Chandigarh was admitted in a local hospital following a stroke on 19th October, from where he was shifted to Fortis Hospital in an extremely critical condition on 20th October. However, the destiny had something else in the offing. The fervent prayers of the family and friends and untiring efforts of the attending doctors could not retrieve Kanwaljit Singh from the critical condition and he became brain dead on 23rdOctober. 

Braving their own grave tragedy, the family took an exceptionally courageous initiative and expressed willingness to donate organs of the deceased when the attending doctors discussed the matter of organ donation with them. Immediately, Fortis Hospital got in touch with ROTTO PGIMER for retrieval of organs and the body was accordingly shifted to PGIMER on 23rd October wherein following the protocols of THOA Act, Kanwaljit Singh was declared brain dead on 24th October.

Setting a role model for all of us to emulate, the Chimni family including Mrs. Narinder Kaur, wife, Mr. Baljit Singh Chimni and Mrs Surinder Kaur, parents of the deceased being highly educated and aware about the prognosis of the disease consented for organs donation, following which kidneys and cornea were harvested for transplantation. Not only this, the Chimni family went a step further and consented for retrieval of organs for medical research as well. Accordingly, other organs including lungs were also harvested with an intent for medical research.

Post transplantation, the kidneys gave two critical patients another chance to live and corneas enabled two more patients to see, thereby impacting four lives tangibly but many more intangibly with the help of medical research. The family gathered around the operation theater described the deceased as a ‘kind and benevolent man’ who always believed in helping others and doing good for others. “Even in his death, he has done the same what he lived for by helping the lives of four others. He will continue to live amongst us through them.” said an extremely courageous Mrs. Narinder Kaur, while trying to hold her own tears.   

“Our tragedy is beyond any repair. We have lost our son at an age when we needed him the most. Hopefully, our decision for organ donation will help some other parents turn lucky and save them from the pain and trauma of losing their children, with which I will live till my last breath. This will be our biggest tribute to our son,” stated grieving Mr. Baljit Singh, 78 year old father of the deceased “Strange are the ways of God. We cannot question His decision and have to surrender to His will. But for us, Kanwaljit is our hero. Even in his death, he lives on in others.”

Dr. Vipin Koushal, Nodal Officer, ROTTO PGIMER, expressing his gratitude stated, “I think you develop a different level of respect for the donor family, for their spirit of unconditional love amidst their own pain. There cannot be a better teaching in humanity than organ donation. The way, deceased Kanwaljit’s family supported the cause of organ donation and medical research is very magnanimous indeed.”

ਐਸ.ਏ.ਐਸ.ਨਗਰ, 26 ਅਕਤੂਬਰ (ਸ.ਬ.) ਸ਼ਹਿਰ ਦੇ ਪੁਰਾਣੇ ਹੋ ਚੁੱਕੇ ਸੀਵਰੇਜ਼ ਸਿਸਟਮ ਅਤੇ ਬਰਸਾਤੀ ਪਾਣੀ ਦੀ ਨਿਕਾਸੀ ਦੀਆਂ ਪਾਈਪਾਂ ਦੇ ਜਾਮ ਹੋਣ ਕਾਰਨ ਵਸਨੀਕਾਂ ਨੂੰ ਪੇਸ਼ ਆ ਰਹੀਆਂ ਮੁਸ਼ਕਲਾਂ ਦਾ ਹੱਲ ਕਰਨ ਲਈ ਨਗਰ ਨਿਗਮ ਵੱਲੋਂ ਸ਼ਹਿਰ ਦੀਆਂ ਕਈ ਦਹਾਕੇ ਪੁਰਾਣੀਆਂ ਇਹਨਾਂ ਪਾਈਪਾਂ ਦੀ ਥਾਂ ਨਵੇਂ ਸਿਰੇ ਤੋਂ ਵੱਧ ਸਮਰਥਾ ਵਾਲਾ ਸੀਵਰੇਜ਼ ਅਤੇ ਬਰਸਾਤੀ ਪਾਣੀ ਦੀ ਨਿਕਾਸੀ ਦਾ ਢਾਂਚਾ ਤਿਆਰ ਕਰਨ ਲਈ ਸਰਕਾਰ ਨੂੰ ਤਜਵੀਜ ਭੇਜੀ ਗਈ ਹੈ ਅਤੇ ਸਰਕਾਰ ਵੱਲੋਂ ਇਸ ਸੰਬੰਧੀ ਮੰਜੂਰੀ ਅਤੇ ਰਕਮ ਜਾਰੀ ਹੋਣ ਤੋਂ ਬਾਅਦ ਸ਼ਹਿਰ ਵਾਸੀਆਂ ਦੀ ਇਸ ਸਮੱਸਿਆ ਦਾ ਪੱਕਾ ਹੱਲ ਹੋ ਜਾਵੇਗਾ ਜਿਸ ਨਾਂਲ ਅਗਲੇ 100 ਸਾਲਾਂ ਤੱਕ ਸ਼ਹਿਰ ਵਾਸੀਆਂ ਨੇ ਸੀਵਰੇਜ਼ ਅਤੇ ਬਰਸਾਤੀ ਪਾਣੀ ਦੀ ਨਿਕਾਸੀ ਕਾਰਣ ਹੋਣ ਵਾਲੀਆਂ ਪ੍ਰੇਸ਼ਾਨੀਆਂ ਤੋਂ ਛੁਟਕਾਰਾ ਹਾਸਿਲ ਹੋ ਜਾਵੇਗਾ| ਇਹ ਗੱਲ ਨਗਰ ਨਿਗਮ ਦੇ ਮੇਅਰ ਸ੍ਰ.ਕੁਲਵੰਤ ਸਿੰਘ ਨੇ ਅੱਜ ਇੱਥੇ ਪੁਰਾਣੇ ਅਮਰਟੈਕਸ ਚੌਂਕ ਨੇੜੇ ਫੇਜ਼-5 ਅਤੇ ਸ਼ਾਹੀ ਮਾਜਰਾ ਵਿਚਲੀ ਸੀਵਰੇਜ਼ ਦੀ ਨਿਕਾਸੀ ਦੀ ਸਮੱਸਿਆ ਦੇ ਹੱਲ ਲਈ 99 ਲੱਖ ਰੁਪਏ ਦੇ ਖਰਚੇ ਨਾਲ ਪਾਈ ਜਾਣ ਵਾਲੀ 24 ਇੰਚ ਦੀ 1400 ਮੀਟਰ ਲੰਬੀ ਸੀਵਰ ਲਾਈਨ ਦੇ ਕੰਮ ਦੀ ਸ਼ੁਰੂਆਤ ਮੌਕੇ ਸਥਾਨਕ ਪੱਤਰਕਾਰਾਂ ਨਾਲ ਗੱਲ ਕਰਦਿਆਂ ਆਖੀ| ਇਸ ਮੌਕੇ ਉਹਨਾਂ ਦੱਸਿਆ ਕਿ ਸ਼ਹਿਰ ਵਿਚ ਪਾਇਆ ਗਿਆ ਸੀਵਰੇਜ਼ ਸਿਸਟਮ ਅਤੇ ਬਰਸਾਤੀ ਪਾਣੀ ਦੀ ਨਿਕਾਸੀ ਲਈ ਪਾਈਆਂ ਗਈਆਂ ਪਾਈਪਾਂ ਪੁਰਾਣੀਆਂ ਪੈ ਚੁੱਕੀਆਂ ਹਨ ਜਿਸ ਕਾਰਣ ਸ਼ਹਿਰ ਦੇ ਵੱਖ ਵੱਖ ਖੇਤਰਾਂ ਵਿਚ ਸੀਵਰੇਜ ਅਤੇ ਬਰਸਾਤੀ ਪਾਣੀ ਦੀ ਨਿਕਾਸੀ ਦੀ ਸੱਮਸਿਆ ਸਾਮਣੇ ਆਉਂਦੀ ਰਹਿੰਦੀ ਹੈ| ਉਹਨਾਂ ਦੱਸਿਆਂ ਕਿ ਇਸ ਸਬੰਧੀ ਨਿਗਮ ਵੱਲੋਂ ਸਰਕਾਰ ਨੂੰ ਸ਼ਹਿਰ ਵਿੱਚ ਸੀਵਰੇਜ ਸਿਸਟਮ ਅਤੇ ਬਰਸਾਤੀ ਪਾਣੀ ਦੀਆਂ ਪੁਰਾਣੀਆਂ ਹੋ ਚੁੱਕੀਆ ਪਾਈਪਾਂ ਬਦਲ ਕੇ ਵੱਧ ਸਮਰਥਾ ਵਾਲੀਆਂ ਪਾਈਪਾਂ ਪਾਉਣ ਸੰਬੰਧੀ ਤਜਵੀਜ ਭੇਜੀ ਗਈ ਹੈ ਜਿਸ ਉਪਰ 168 ਕਰੋੜ ਰੁਪਏ ਦਾ ਖਰਚਾ ਆਉਣਾ ਹੈ| ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਇਹ ਨਵਾਂ ਸਿਸਟਮ ਅਸਲ ਵਿੱਚ ਆਉਣ ਤੋਂ ਬਾਅਦ ਸ਼ਹਿਰ ਵਿਚਲੀ ਬਰਸਾਤੀ ਪਾਣੀ ਅਤੇ ਸੀਵਰੇਜ ਦੀ ਨਿਕਾਸੀ ਦੀ ਸੱਮਸਿਆ ਬੀਤੇ ਸਮੇਂ ਦੀ ਗੱਲ ਹੋ ਕੇ ਰਹਿ ਜਾਏਗੀ|
ਅੱਜ ਆਰੰਭ ਕੀਤੇ ਗਏ ਪਾਈਪ ਲਾਈਨ ਦੇ ਕੰਮ ਬਾਰੇ ਉਹਨਾਂ ਦੱਸਿਆਂ ਕਿ ਪੁਰਾਣੇ ਅਮਰਟੈਕਸ ਚੌਂਕ ਤੋਂ ਏਅਰਪੋਰਟ ਸੜਕ ਤਕ ਪਾਈ ਜਾਣ ਵਾਲੀ ਇਸ 24 ਇੰਚ ਦੀ ਪਾਈਪ ਲਾਈਨ ਰਾਹੀ ਫੇਜ਼-5 ਅਤੇ ਸ਼ਾਹੀ ਮਾਜਰਾ ਦੀ ਸੀਵਰੇਜ ਦੀ ਨਿਕਾਸੀ ਦੀ ਸੱਮਸਿਆ ਪੂਰੀ ਤਰ੍ਹਾਂ ਹਲ ਹੋ ਜਾਵੇਗੀ|

ECI ASSURES OF CONDUCTING FREE AND FEARLESS ELECTIONS

ELECTION COMMISSION OF INDIA DIRECTS CIVIL AND POLICE OFFICERS TO ENSURE COMPREHENSIVE SECURITY ARRANGEMENTS IN PUNJAB

          The Election Commission of India (ECI) headed by the Chief Election Commissioner Dr. Nasim Zaidi along with two Election Commissioners, Mr. A.K.Joti and Mr. O.P. Rawat, Deputy Election Commissioners was on a three day visit to Chandigarh to take stock of the first-hand assessment of the advance planning and preparations made by the state election machinery for the forthcoming elections.

        While addressing a Press Conference at the conclusion of visit here today, Dr Zaidi said that the ECI has has directed the Election Machinery to be fearless, unbiased, neutral and independent from any kind influence particularly political. Conduct and discharge of duties by the election officials would be under constant watch of the Commission from now onward. Anyone found wanting on these standards, Commission will take stern action. He said that Political Parties and Media have expressed their apprehensions about influence of drug, liquor, money and muscle power during ensuing Punjab Elections. Commission has worked out a detailed strategy to maintain purity of elections and to deliver free, fair and transparent elections. Information and Communication Technology would be used in all the spheres of election processes, from electoral registration to election planning, to monitor effective action against all anti-social elements, election expenditure and paid news monitoring, Model Code of Conduct enforcement to voter education and ethical voting.
         Dr. Zaidi said that the ECI was committed to conduct free and fair elections to the state and would leave no stone unturned to honor his commitment to the electorate of the state. Dr. Zaidi informed that during this visit, the Commission met various political parties to understand their issues and concerns. Commission noted their suggestions for holding free fair and peaceful elections in the state. They had met the Editor in Chiefs and senior editors of Print and electronic Media. The Commission also reviewed work of DCs, CoPs, SSPs, DIGs/IGs and discussed issues with Government level officials including DGP, Home Secretary and the Chief Secretary and other senior officers of the State. Commission also discussed strategy with various Enforcement agencies.
        Referring to the issues raised and suggestions made by the Political parties, Dr. Zaidi said that all the political parties demanded that entire electoral process must be conducted in a free and fair manner and all possible steps must be taken by the Commission to ensure that every elector is able to exercise his/her franchise without any threat, intimidation or inducement.On law and order in the state, he said that several Political parties informed Commission about undue influence of Halqa Incharge over local civil and police functionaries. They also demanded that complete overhauling of the police and administration must be carried out to ensure free and fair elections.  Proclaimed offenders must be booked and the current system of parole be reviewed so that anti-social elements are not able to influence electoral process. The political parties also demanded that the posting of local civic and police officials must be strictly reviewed and officers known to be biased and influenced by local political considerations must be removed.
       The Commission has directed that comprehensive security arrangements must be made well in advance. Further, adequate Confidence Building Measures (CBMs) must be initiated jointly by the DEO and SSP to reassure the voters and instill faith and confidence in them regarding the fail-proof security and electoral arrangements. International borders in 6 border districts namely Pathankot, Gurdaspur, Amritsar, Tarn Taran, Fazilka and Ferozepur and also Inter-state borders will be appropriately subjected to surveillance.
         On the abuse of Money, drug/liquor and use of Muscle Power, he said that some political parties have demanded that Special Task Force (STF) be set up for each constituency to check distribution of drugs, alcohols and money before and during elections. These STF’s should be independent of local police and civil administration and STF should remain on duty till polling process is over. On the Model Code of Conduct, he said that the parties have demanded that the MCC be enforced strictly and all unauthorized banners/posters/festoons/flags etc. must be removed. Many parties have suggested that MCC be invoked as early as possible.  Some Parties demanded ban on blue ration cards issued under National Food Security Mission with the pictures of the Chief Minister which would be violation once MCC comes in to force.  Parties informed that Religion and politics is being mixed to influence the voters in favour of ruling parties by misusing the Govt. money resources and official machinery.
       The CEC said that maximum Central Armed Police Forces (CAPFs) Deployment has also been demanded by the parties in maximum number of polling stations. The Forces should be deployed well before the poll date for area domination and confidence-building measures, especially in the vulnerable and sensitive villages/hamlets and should remain posted till the polling day. The CEC also said that in there would be enhanced use of Webcasting and CCTV Coverage in the polling booths especially located in the vulnerable areas having any caste, communal, political or socio-economic sensitivity. Political parties have mentioned that Electoral Rolls in Punjab have been prepared and amended by temporary government employees like Anganwadi workers who are political appointees of the government. They also demanded that these Anganwadi workers and contractual staff should not be deployed for election duty. The political parties requested single phase election in the state. The Parties stressed the need to ensure that all election-related officials especially at the senior levels like DEOs, RO, SSPs etc must remain absolutely neutral, impartial and unbiased in their functioning and any officer of suspect integrity and competence must be removed. They have requested that misuse of official machinery and government resources should not be allowed for obtaining electoral benefits.
On the issue of Paid News, all the political parties were unanimous that Paid News is a major menace in the state and a comprehensive system needs to be worked out to check this menace. Drawing the attention of the Commission on transferof ROs during summary revision period, the political parties demanded that they should not be transferred during this period. They highlighted the need of elaborate campaign and arrangements to enrol young eligible voters for upcoming election.
       Taking note of all the concerns and suggestions of the political parties, the Commission assured them that the Commission will put in place an effective mechanism to ensure smooth conduct of entire poll process in a free, fair, peaceful and participatory manner. The Commission has directed the State Election Machinery to ensure effective monitoring & vigilance, comprehensive planning and discipline at all levels to address the concern of the political parties and instil confidence in the electorate to exercise their franchise without fear, coercion, intimidation or inducement. The Commission laid emphasis on error-free electoral rolls and ensuring that every eligible person is enrolled as a voter and no name is deleted without following the due procedure as laid down in the statute.
       The Chief Electoral Officer Mr. V.K.Singh informed that as on date 07.09.2016, 1, 92, 14509 voters are available on Electoral Roll, including 273 Third Gender (TG) electors. (Male: 1,01,62170 and Female:  90,52,066).In the recent campaign for Special Summary Revision as per eligibility on 1.1.2017, 6,19073 new Form 6 have been received, out of this, 2,25000 are from the first time voters in 18-19 age cohort. At the same time 185645 Form 7 for deletion of shifted and dead voters from the electoral rolls have also been received during this revision. Commission has noted that there is still gap between number of new applications received and no of 18-19-year age group citizens in the state. The Commission has directed DEOs to conduct the gap analysis of E-Roll and devise effective SVEEP strategy to bring eligible citizen on the electoral roll by running a focussed campaign.
        It was informed that eligible citizens who could not submit their application during Special Summary Revision period can now submit their application for inclusion in form 6 either online (NVSP) or by submitting their application to BLOs, EROs or DEOs and their names  will be included in the rolls after  due verification. Percentage of photo coverage in the electoral roll is 100% and EPIC coverage is 100%.
List of applications received for addition/deletion would be given to political parties so that they can also verify at their end. Final Electoral Rolls will be displayed on the CEO’s Website and copies of the final Rolls will be given to National and State Political Parties.Commission has directed that all new additions and deletions must be made available to all political parties. The Commission has also directed that in all cases of deletion/rejection, proper intimation shall be sent to the persons concerned after final order. Further, the list of all deleted electors and rejected cases will be given to all the political parties and shall also be available on the website of the CEO and the DEO concerned for absolute transparency. Facilities for search of electoral roll details through SMS, CEO’s website, Toll Free Call center will be made functional. Daily review of field verifications done by the BLOs shall be done by the DEOs and EROs. Commission directed that priority should be given to appoint government staff as BLOs.
It was also informed that presently there are a total of 22600 Polling Stations at 14354 Polling locations. All the assured minimum facilities like ramp, drinking water toilets, electricity and waiting room etc have been ensured in these polling Stations. The Commission has directed to set up all women managed polling stations wherever possible, to motivate women’s participation in the electoral process.
        The Commission has also directed that, as far as practicable, Auxiliary Polling Stations shall be set up in Leper/TB Sanatoriums, Old-age homes and homes for visually impaired for the ease and facilitation of electors at these institutions. Taking the Law and Order Scenario in the state as one of the top priorities, the Commission reiterated on creating conducive environment for peaceful, free and fair elections. State and district level officials have been directed to assess vulnerable locations, vulnerability causing persons and vulnerable electors and prepare a comprehensive security management plan from the grass root level upwards. The Commission has directed that a detailed micro-planning for comprehensive Security Management must be done at the Police Station level related to all past election-related offences, present status of disposal, reasons for FR/Discharge/delay in filing charge sheets, list of all identified trouble-mongers/anti-social elements/bad characters/goondas, proclaimed offenders and bail jumpers etc., their brief profile and areas of influence/activities, preventive actions taken so far etc.  All such persons should be kept under close watch and preventive actions will be taken by administration to prevent them from vitiating the election process in way whatsoever.
          The Commission has directed that Webcasting and CCTV arrangement shall be maximized and to the extent possible, all critical polling stations and those in vulnerable areas must be covered under these arrangements. Further, the Commission has directed that comprehensive CCTV coverage/videography shall be done at Check Posts, critical locations, Inter-border security posts etc. for effective monitoring.
The Commission has directed that all licensed arms in the state shall be verified and except those exempted by the District-level Committee, all others shall be deposited before the elections as per the procedure laid out in the guidelines. DEOs and SP’s have also been asked to comprehensively and meticulously assess the vulnerabilities in their areas arising out of issues like communal, from the election management perspective. All such sensitivities must be mapped at the police-station level and detailed action plan for confidence building etc must be prepared and activated immediately. 
The Commission has also instructed that strict vigil must be maintained to check the cross-border smuggling of liquor and other illicit items from neighbouring states UP for the inducement of voters during the ensuing polls. For this purpose, a detailed plan of action must be prepared for systematic and robust border checking and regular enforcement action must be taken to deter such unscrupulous activities.
The Commission has directed that a comprehensive 360 degree multi-modal SVEEP programme shall be drawn up by the CEO at the State and District level to address all the critical-gaps in the electoral rolls, electoral participation and ethical and informed voting in the State. The SVEEP campaign should be organised and executed in a professional manner having a central theme, concerted focus and practical approach, with the right-mix of mass communication strategies. The focus of the SVEEP campaign at this juncture is the engagement and participation of electors in the Summary Revision process to help and collaborate in the preparations of error-free and updated electoral rolls, which are the foundation of a good election.
Towards this end, Gurdas Maan the famous artist of the State and Abhinav Bindra the only individual Olympic Gold Medallist from India have been identified as the State Icons for the Systematic Voter Education for Electoral Participation(SVEEP). The Commission has emphasised the need to identify District level Icons also, which must be gainfully utilized in spreading the key electoral messages across the state.

ਐਸ.ਏ.ਐਸ ਨਗਰ, 25 ਅਕਤੂਬਰ (ਸ.ਬ.) ਜਿਲਾ ਪੁਲਿਸ ਨੇ 15-16 ਅਕਤੂਬਰ ਦੀ ਦਰਮਿਆਨੀ ਰਾਤ ਨੂੰ ਥਾਣਾ ਲਾਲੜੂ ਦੇ ਅਧੀਨ ਪੈਂਦੇ ਪਿੰਡ ਦੱਪਰ ਵਿਖੇ ਪੰਜਾਬ ਨੈਸ਼ਨਲ ਬੈਂਕ ਦੀ ਏ.ਟੀ.ਐਮ ਮਸ਼ੀਨ ਜਿਸ ਵਿੱਚ 18,43,900/ਰੁਪਏ ਕੈਸ਼ ਸਨ, ਨੂੰ ਪੁੱਟ ਕੇ ਲਿਜਾਣ ਵਾਲੇ ਦੋਸ਼ੀਆਂ ਤੋਂ ਏ.ਟੀ.ਐਮ. ਲੁੱਟ ਦੀ ਰਕਮ ਵਿਚੋਂ 8,00,000/- ਰੁਪਏ ਹੋਰ ਬ੍ਰਾਮਦ ਕਰਨ ਵਿੱਚ ਸਫਲਤਾ ਹਾਸਲ ਕੀਤੀ ਹੈ| ਜਿਲ੍ਹਾ ਪੁਲੀਸ ਮੁਖੀ ਸ੍ਰ. ਗੁਰਪ੍ਰੀਤ ਸਿੰਘ ਭੁੱਪਰ ਨੇ ਇਸ ਸੰਬੰਧ ਜਾਣਕਾਰੀ ਦਿੰਦਿਆਂ ਦੱਸਿਆ ਕਿ ਇਸ ਵਾਰਦਾਤ ਨੂੰ ਅੰਜਾਮ ਦੇਣ ਵਾਲੇ ਵਿਅਕਤੀਆਂ ਵਿੱਚੋਂ ਪੁਲਿਸ ਨੇ 1 ਦੋਸ਼ੀ ਨੂੰ 19 ਅਕਤੂਬਰ ਨੂੰ ਗ੍ਰਿਫਤਾਰ ਕਰਕੇ ਉਸ ਦੀ ਨਿਸ਼ਾਨਦੇਹੀ ਤੇ ਇਸ ਵਾਰਦਾਤ ਨੂੰ ਅੰਜਾਮ ਦੇਣ ਲਈ ਦੋਸੀਆਂ ਵੱਲੋਂ ਵਰਤੀ ਗਈ ਇੱਕ ਕਾਰ ਅਤੇ ਕਰੇਨ ਬ੍ਰਾਮਦ ਕਰਵਾਈ ਸੀ ਅਤੇ ਹੁਣ ਪੁਲੀਸ ਨੇ ਇਸ ਵਾਰਦਾਤ ਦੇ ਬਾਕੀ 3 ਹੋਰ ਦੋਸੀਆਂ ਨੂੰ ਗ੍ਰਿਫਤਾਰ ਕਰਕੇ ਉਹਨਾਂ ਪਾਸੋਂ ਲੁੱਟ ਦੀ ਰਕਮ ਵਿੱਚੋਂ 8 ਲੱਖ ਦੀ ਨਕਦੀ ਬਰਾਮਦ ਕੀਤੀ ਹੈ| 

ਉਹਨਾ ਦੱਸਿਆ ਕਿ ਇਸ ਵਾਰਦਾਤ ਸਬੰਧੀ ਤਫਤੀਸ਼ ਦੌਰਾਨ ਪੁਲਿਸ ਨੇ  ਦੋਸ਼ੀ ਰਣਜੀਤ (25) ਸਾਲ, ਦੋਸੀ ਧਰਮ ਰਾਜ ਉਰਫ ਧੰਮਾ (32), ਦੋਸ਼ੀ ਕ੍ਰਿਸ਼ਨ ਕੁਮਾਰ ਉਰਫ ਬੱਲੂ (18) ਤਿੰਨੇ ਵਾਸੀ ਮੌਲੀ ਜਾਗਰਾਂ ਕੰਪਲੈਕਸ ਚੰਡੀਗੜ੍ਹ ਨੂੰ ਗ੍ਰਿਫਤਾਰ ਕੀਤਾ ਹੈ|  ਇਨਾਂ੍ਹ ਸਾਰੇ ਵਿਅਕਤੀਆਂ ਨੂੰ ਅੰਬਾਲਾ ਸਾਈਡ ਵੱਲੋਂ ਆਉਂਦੇ ਹੋਏ ਪੁਲਿਸ ਪਾਰਟੀ ਵੱਲੋਂ ਆਈ.ਟੀ.ਆਈ. ਚੌਂਕ ਲਾਲੜੂ ਤੋਂ ਗ੍ਰਿਫਤਾਰ ਕੀਤਾ ਗਿਆ| ਉਹਨਾਂ ਦੱਸਿਆ ਕਿ ਗ੍ਰਿਫਤਾਰ ਕੀਤੇ ਗਏ ਇਹਨਾਂ ਦੋਸ਼ੀਆਂ ਦੀ ਨਿਸ਼ਾਨਦੇਹੀ ਤੇ ਏ.ਟੀ.ਐਮ. ਦੀ ਲੁੱਟ ਦੀ ਰਕਮ ਵਿਚੋਂ ਮੌਲੀ ਜਾਗਰਾਂ ਅਤੇ ਜਗਾਧਰੀ (ਹਰਿਆਣਾ) ਤੋਂ 8 ਲੱਖ ਰੁਪਏ ਬ੍ਰਾਮਦ ਹੋ ਚੁੱਕੇ ਹਨ| ਇਸ ਤੋਂ ਇਲਾਵਾ ਦੋਸੀਆਂ ਨੇ ਆਪਣੀ ਪੁੱਛਗਿੱਛ ਦੌਰਾਨ ਮੰਨਿਆ ਹੈ ਕਿ ਲੁੱਟ ਦੀ ਇਸ ਰਕਮ ਵਿਚੋਂ 4 ਲੱਖ ਰੁਪਏ ਉਹਨਾਂ ਨੇ ਆਪਣੇ ਸਾਥੀ ਰਵਿੰਦਰ ਕੁਮਾਰ ਉਰਫ ਸੰਜੂ ਉਰਫ ਪਿਤਲ ਵਾਸੀ ਮੌਲੀ ਜਾਗਰਾ ਨੂੰ ਦਿੱਤਾ ਸੀ, ਇਸ ਤੋਂ ਇਲਾਵਾ ਬਾਕੀ ਬਚਦੀ ਰਕਮ ਦੋਸੀ ਰਣਜੀਤ ਨੇ ਆਪਣੀਆਂ ਭੈਣਾ, ਆਪਣੇ ਪਿਤਾ, ਆਪਣੀ ਮਾਤਾ, ਆਪਣੇ ਘਰਵਾਲੀ ਅਤੇ ਆਪਣੇ ਭਰਾ ਬਚਨ ਨੂੰ ਹਿੱਸੇ ਵਿੱਚ ਵੰਡ ਦਿੱਤੀ ਸੀ| ਜਿਨ੍ਹਾਂ ਨੇ ਕਿ ਇਹ ਰਕਮ ਆਪਣੇ-ਆਪਣੇ ਅਕਾਉਂਟ ਵਿੱਚ ਬੈਕਾਂ ਵਿੱਚ ਜਮ੍ਹਾ ਕਰਵਾ ਦਿੱਤੀ ਸੀ| ਦੋਸ਼ੀ ਧਰਮ ਉਰਫ ਧੰਮਾ ਨੇ ਵੀ ਆਪਣੇ ਅਕਾਉਂਟ ਵਿੱਚ ਕਰੀਬ 1,60 000 ਰਪਏ ਜਮ੍ਹਾ ਕਰਵਾਉਣੇ ਮੰਨੇ ਹਨ| 

ਉਹਨਾਂ ਦੱਸਿਆ ਕਿ ਇਹਨਾਂ ਦੋਸੀਆਂ ਅਤੇ ਇਹਨਾਂ ਦੇ ਪਰਿਵਾਰਕ ਮੈਬਰਾਂ ਦੇ ਅਕਾਉਂਟ ਵਿੱਚ ਜਮਾਂ ਹੋਈ ਰਕਮ ਬਾਰੇ ਤਫਤੀਸ਼ ਜਾਰੀ ਹੈ| ਇਸ ਤੋਂ ਇਲਾਵਾ ਗ੍ਰਿਫਤਾਰ ਕੀਤੇ ਗਏ ਇਹਨਾਂ ਦੋਸੀਆਂ ਪਾਸੋਂ ਇੱਕ ਲਾਂਸਰ ਕਾਰ ਨੰਬਰ ਸੀ.ਐਚ. 01 ਏ.ਐਫ. 0080 ਬ੍ਰਾਮਦ ਹੋਈ ਹੈ, ਜੋ ਦੋਸ਼ੀਆਂ ਨੇ ਸੈਕਟਰ 23 ਚੰਡੀਗੜ੍ਹ ਤੋਂ ਚੋਰੀ ਕਰਨੀ ਮੰਨੀ ਹੈ| ਇਸ ਤੋਂ ਇਲਾਵਾ ਦੋਸ਼ੀਆਂ ਨੇ ਪੁੱਛਗਿੱਛ ਦੌਰਾਨ ਮੰਨਿਆ ਹੈ ਕਿ ਇਹਨਾਂ ਨੇ ਜੇਲ ਵਿੱਚੋਂ ਬਾਹਰ ਆਉਣ ਤੋਂ ਬਾਅਦ ਆਪਣੇ ਸਾਥੀਆਂ ਨਾਲ ਮਿਲ ਕੇ ਸੈਕਟਰ 22 ਚੰਡੀਗੜ੍ਹ ਵਿਖੇ ਕਰਿਆਨੇ ਦੀ ਦੁਕਾਨ ਵਿਚੋਂ ਕੈਸ ਚੋਰੀ ਕੀਤਾ ਸੀ ਅਤੇ ਜੀਰਕਪੁਰ, ਲੁਧਿਆਣਾ, ਫਗਵਾੜਾ ਅਤੇ ਬਲਾਚੌਰ ਵਿਖੇ ਵੀ ਪਾੜ ਚੋਰੀ ਦੀਆਂ ਵਾਰਦਾਤਾ ਨੂੰ ਅੰਜਾਮ ਦਿੱਤਾ ਸੀ|

ਉਹਨਾਂ ਦੱਸਿਆ ਕਿ ਦੋਸ਼ੀ ਰਣਜੀਤ ਦੇ ਖਿਲਾਫ 45 ਦੇ ਕਰੀਬ, ਦੋਸੀ ਧਰਮ ਰਾਜ ਉਰਫ ਧੰਮਾ ਦੇ ਖਿਲਾਫ 40 ਦੇ ਕਰੀਬ ਅਤੇ ਦੋਸ਼ੀ ਕ੍ਰਿਸ਼ਨ ਕੁਮਾਰ ਉਰਫ ਬੱਲੂ ਦੇ ਖਿਲਾਫ 2 ਮੁਕੱਦਮੇ ਪੰਚਕੂਲਾ ਅਤੇ ਚੰਡੀਗੜ੍ਹ ਵਿਖੇ ਪਹਿਲਾਂ ਹੀ ਦਰਜ ਹੋਣੇ ਪਾਏ ਗਏ ਹਨ| ਇਸ ਤੋਂ ਇਲਾਵਾ ਇਹ ਵੀ ਪਤਾ ਲੱਗਾ ਹੈ ਕਿ ਉਕੱਤ ਦੋਸੀਆਂ ਦੇ ਇੱਕ ਸਾਥੀ ਦੋਸ਼ੀ ਰਵਿੰਦਰ ਕੁਮਾਰ ਉਰਫ ਸੰਜੂ ਨੇ ਥਾਣਾ ਮੌਲੀ ਜਾਗਰਾਂ ਵਿਖੇ ਸੁਰੰਡਰ ਕੀਤਾ ਹੈ, ਜਿਸ ਨੂੰ ਇਸ ਕੇਸ ਵਿੱਚ ਬਾਅਦ ਵਿੱਚ ਗ੍ਰਿਫਤਾਰ ਕੀਤਾ ਜਾਵੇਗਾ| ਇਸ ਦੇ ਗ੍ਰਿਫਤਾਰ ਕੀਤੇ ਸਾਥੀ ਦੋਸ਼ੀਆ ਦੀ ਪੁੱਛਗਿੱਛ ਤੋਂ ਸਾਹਮਣੇ ਆਇਆ ਹੈ ਕਿ ਲੁੱਟ ਦੀ ਰਕਮ ਵਿਚੋਂ 4 ਲੱਖ ਰੁਪਏ ਦੋਸ਼ੀ ਰਵਿੰਦਰ ਕੁਮਾਰ ਉਰਫ ਸੰਜੂ ਦੇ ਹਿੱਸੇ ਆਏ ਸੀ| ਦੋਸ਼ੀਆਂ ਵੱਲੋਂ ਆਪਣੇ ਅਤੇ ਆਪਣੇ ਰਿਸ਼ਤੇਦਾਰਾਂ ਦੇ ਬੈਂਕ ਖਾਤਿਆਂ ਵਿੱਚ ਲੁੱਟ ਦੀ ਰਕਮ ਵਿਚੋਂ ਕੁਝ ਰਕਮ ਜਮ੍ਹਾਂ ਕਰਵਾਈ ਗਈ ਸੀ ਅਤੇ ਇਹਨਾਂ ਦੇ ਬੈਂਕ ਖਾਤਿਆ ਨੂੰ ਸੀਲ ਕਰਵਾ ਦਿੱਤਾ ਗਿਆ ਸੀ| ਹੁਣ ਤੱਕ ਏ.ਟੀ.ਐਮ. ਦੀ ਲੁੱਟ ਦੀ ਰਕਮ ਵਿਚੋਂ ਦੋਸੀਆਂ ਪਾਸੋਂ 8,00,000/-ਰੁਪਏ ਬ੍ਰਾਮਦ ਹੋ ਚੁੱਕੇ ਹਨ ਅਤੇ ਕੁਝ ਪੈਸੇ ਦੋਸੀਆ ਵੱਲੋਂ ਖਰਚ ਕਰ ਦਿੱਤੇ ਜਾਣੇ ਮੰਨੇ ਹਨ|  ਗ੍ਰਿਫਤਾਰ ਕੀਤੇ ਗਏ ਦੋਸੀਆਂ ਪਾਸੋਂ ਹੋਰ ਪੁੱਛਗਿੱਛ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ|

पाकिस्तान के क्वेटा में आतंकी हमला, 3 आतंकी ढेर, 59 लोगों की मौत

पाकिस्तान के अशांत बलूचिस्तान प्रांत की राजधानी क्वेटा स्थित पुलिस ट्रेनिंग सेंटर पर सोमवार रात आतंकियों ने बड़ा हमला कर दिया। बलूचिस्तान प्रांत के गृह मंत्री मीर सरफराज बुगती ने पत्रकारों को बताया कि हमले में 59 पुलिस ट्रेनी और अफसरों की मौत हो गई। 116 लोग घायल भी हो गए। आतंकियों से मोर्चा लेते हुए एक सुरक्षाकर्मी की भी मौत हो गई। रिपोर्ट के मुताबिक, छह हथियारबंद आतंकियों ने इस हमले को अंजाम दिया। सरयाब रोड स्थित ट्रेनिंग सेंटर के हॉस्टल में आतंकियों ने रात 10 बजे हमला बोला। हालांकि, पाकिस्तानी सेना और फ्रंटियर कॉन्सटैबुलरी ट्रूप्स ने करीब 250 लोगों को सुरक्षित बचा लिया। पाकिस्तानी मिलिटरी और अन्य सुरक्षाबलों ने आतंकियों के खिलाफ पुलिस ट्रेनिंग परिसर में ऑपरेशन शुरू कर दिया है।
बुगती के मुताबिक, शुरुआती रिपोर्ट्स से यह जानकारी मिली है कि जिस वक्त आतंकियों ने हमला बोला उस वक्त परिसर में करीब 500 पुलिस कैडेट्स मौजूद थे। रात करीब 10 बजे आतंकियों के परिसर में एंट्री करने के बाद कम से कम 5 धमाकों की आवाज सुनी गई। मृतक सुरक्षाकर्मी की पहचान जुबैर हमीद के तौर पर हुई है। बुगती ने कहा कि आतंकियों के खिलाफ अभियान अभी जारी है, लेकिन अब तक यह स्पष्ट नहीं है कि परिसर में कितने आतंकी घुसे थे। एक सरकारी सूत्र ने बताया कि मारे गए आतंकियों में से एक ने सूइसाइड जैकेट पहन रखी थी, जिसे डिफ्यूज कर दिया गया।
आतंकियों ने कुछ पुलिसवालों को बंधक बना लिया था। पाक सेना और सुरक्षा बलों ने जवाबी कार्रवाई में तीन आतंकियों को मार गिराया। पाकिस्तानी न्यूज चैनल 'जियो न्यूज' ने बलूचिस्तान में फ्रंटियर कोर के IG शेर अफगान के हवाला से कहा है कि आतंकी अफगानिस्तान में अपने हैंडलर्स के संपर्क में थे। IG के मुताबिक सभी आतंकी लश्कर-ए-जांघवी से जुड़े हैं।

A National level seminar on Civil Engineering on the topic “Changing Paradigm in Civil Engineering: Challenges & Opportunities” was held today at Aryans Group of Colleges, Chandigarh. Governor Tripura, Sh. Tathagata Roy was the Chief Guest on the occasion; Director, NITTTR, Dr. M.P. Poonia and Vice Chancellor, MRS-PTU, Bathinda, Prof. (Dr.) MPS Ishar was the Guest of Honour while Dr. Anshu Kataria, Chairman, Aryans Group presided over the function. The function was attended by Professionals, academicians and people from different walks of life.

To attend the function, Governor Tripura has travelled from Agartala to Delhi but due to ill health he further couldn’t travel from Delhi to Chandigarh. He interacted with Aryans students through video conferencing and extended his good wishes to the students and enlightened the students on the role of Civil Engineering in the development of the Nation and said that it’s the art of harnessing the great forces of nature for the mankind.

Dr. M.P. Poonia while sharing his views said that Civil engineering being the oldest branch plays a significant role in developing the infrastructure of villages and cities of India. The dream of building a modern India can be actualized with a team of Civil Engineers who really know their job and utilize their skill to bring modernity to a country on the whole. And these dreams of a country can be fulfilled by the academics only who prepare skilled civil Engineers.

Prof. (Dr.) MPS Ishar appreciated the fact that the trend of Civil engineering has gone up among the students of India in last 2-3 years as and is expected to go up even further as India is one of the fastest growing economies in the world and the Government has plans to spend billions of dollars on infrastructural development, be it highways, airports, ports and power plants.

Dr. Anshu Kataria, Chairman, Aryans Group while speaking on the occasion said that Civil engineering requires a lot of infrastructure in the form of laboratories equipments and experienced faculty. He added that the interest and further innovations of Aryans JK students in Civil engineering has done wonders in last 8-9 years.

S.Har Amrit Singh Sandhu, Faculty, Civil Engineering, PEC University, Chandigarh while sharing his views said that the civil engineering profession recognizes the reality of limited natural resources, the desire for sustainable   practices & the need for social equity in the consumption of resources. Engineers with their skills make the things simpler by implementing cost-effective, eco-friendly, energy intensive and innovative technology.

Dr. Sachin, Ms. Rajdeep Kaur , Mr. Gurmeet Singh, Mr. Saurav,  Ms Sulekha, Mr. Rayees Ahmad etc also presented their papers on various aspects including the critical roles of   civil  engineering  in addressing  the  large-scale challenges faced by the society including access  to affordable health care;  tackling  the  coupled  issues  of  energy,  transportation and  climate   change;  providing more  equitable access  to  information  for  our populations;  clean drinking water; natural  and man-made  disaster  mitigation, environmental protection and natural  resource  management etc.

P.U. to Hold National Workshop on Electrochemistry

Panjab University (PU) is hosting a National Workshop on Electrochemistry (NWEC-2016)’ on October 24 & 25 at Department of Chemistry, PU. The National Workshop is being organised by PU in association with Sinsil International Pvt Ltd, Faridabad. Around 70 delegates from different region of the country would participate in the workshop. The primary objective of NWEC-2016 is to impart sufficient knowledge on electrochemical processes to sensitize and stimulate the young minds of students, research scholars and faculties. 
PU Dean Research, Prof. Praveen Rishi would be the chief guest and inaugurate the workshop. The eminent Scientists and technicians from various Universities/Institute and Sinsil International Pvt Ltd would deliver expert lecturers on electrochemical- & bio- sensing, hands-on training, practical exercises, specimen preparations, and troubleshooting on instrumentations for electrochemical analyses. 
Dr. Ganga Ram Chaudhary, Convener of this workshop informed that the Workshop on Electrochemistry is being under the aegis of this UGC: INDO-US 21st Century Knowledge Initiative, which is one of the important components of their ongoing project “Indo-US Partnership on Green Chemistry/Engineering and Technologies Education, Research and Outreach for Sustainable Development”.  He informed that the program of the workshop would cover a wide range of interesting objects relating to the electrochemistry aspects which are directly related to our everyday life, fulfill the society needs and make a green environment.

PU-ISSER,  to organize a National Seminar on CHANGING INDIA: STATE, SOCIETY AND RELIGION on 24 -25 October  2016

Panjab University (PU) Institute of Social Science Education and Research (ISSER) would organize a National Seminar on “Changing India: State, Society And Religion” on October 24 & 25 at ICSSR Complex in sector 14 PU Campus.    
Eminent and widely read scholar & Professor Emeritus at Aligarh Muslim University(AMU) 
Professor Irfan Habib would deliver the Keynote address. PU Vice Chancellor Professor 
Arun Kumar Grover would inaugurate the seminar at 10:30 AM on October 24 at the ICSSR 
Complex.
The themes to be covered in the two day seminar include the ‘Concept of Nation’; 
Changing Idea of India; Limits of Secularism; Composite Culture; Developments in 
Contemporary India; Ideolgy and Political Change; Nature of Indian State; Gender; and  
Dalit Identities.
The seminar is in honour of the renowned historian and first Gian Ratan recipient of 
the Panjab University, Professor J S Grewal, who has reached his 90th year, to mark 
his outstanding contribution to historical scholarship. The prestigious seminar would 
bring together a number of eminent scholars from the social sciences together on the 
occasion.
